My signing bonus is coming in a few weeks and while I’m going to put most of it away for general expenses I was gonna splurge a little bit and get a new laptop and a pair of new headphones. Any suggestions for the headphones? Also, a car for your time.
A little more detail I’m looking to get a pair of over ear headphones and hopefully stay below $200.

I'm buying a pair of Bose QC35s next week. They're a bit dear at $350 but definitely best in class.

If you can find something Bose or Sennheiser in the price range, I’d recommend either pretty quickly.

Cheap Bluetooth headphones are usually mierda.

I have the Beats Studio bluetooth headphones. I’ve bought a lot of wireless headphones over the years and the beats are the best. They never lose the signal or clip. The audio quality is very good. I was skeptical having heard the beats are all advertising but actually crappy... they are not.
I think they are a bit about your budget, but cheap wireless headphones will have problems. I have a pair of Jaybirds ($80) I use for commuting. I bought them since I was tired of how much my 30 dollar chinese headphones (I bought multiple pairs) kept cutting out and sounded like garbage. Even though my jaybirds are so much better than the cheapies, they still cut out occasionally which I find really annoying.
I have come to believe if you want wireless headphones, you really have to pay for them. I think your budget is good, but I’d caution about half-assing it at all. I spent 300 and am very happy. Go for the very best you can afford.

I bought these for running and the sound is truly amazing. For $19.99 don’t wait for your next paycheck!

I mean, I know they are garbage and nowhere close to a good pair of over the ears, but the sound is very good for what they cost.

stay away from Bose and Beats. Looking for cans or IEM’s?

Headfi.org
is the best place to find good recommendations for a good set of cans. This group knows their stuff.

The Wirecutter loves em too.

I am considering the Audio Technica ATH-ANC40BT because I need bluetooth, noise cancelling ear phones with a mic and I can’t seem to find anything else ($120 on Amazon).
I have used the Jabra Move headphones and they are pretty amazing. They are/were Wirecutter’s choice for bluetooth headphones and are below $200.
The Bose Quiet Comfort QC3s are awesome also because they have the best noise cancelling, This makes them sound better to me, but I’ve read reviews that the sound quality isn’t that amazing, for the price tag (probably more than $200).
